Propel EBT & SNAP Benefits 是 Propel, Inc.（Fresh EBT 背后的公司）面向持有各州发放电子福利转账（EBT）卡、使用 USDA SNAP 食品补助与现金补助的安卓客户端。通过邮箱魔法链接或 Google/Apple 登录后，钱包首页展示 SNAP 与现金余额、商超与 ATM 流水、预计入账，以及可全卡冻结、拦截跨州刷卡或拦截高风险/线上扣款的锁卡控件。个案信息通道会登录本州资格门户拉取通知与续期材料，关联商超消费还有返现层，地图可查找受理 SNAP 的门店。应用面向美国（SNAP 由联邦立项、各州人社部门经办），与官方 ConnectEBT / ebtEDGE 持卡人门户以及同一产品仍在使用的 Easy Food Stamps 品牌并列。

SNAP 与现金落在已关联 EBT 账户的 snap_cents 与 cash_cents 上，每笔商超刷卡带 portal_retailer / amount_cents / transaction_hash，下次发放则在 pending_deposits / predicted_deposits。锁卡写入携带 lock_type（out_of_state、online、all、high_risk_transactions）与 lock_status，对象为 SNAP 或夏季 EBT。个案通知带 case_number、id_hash 与 download_request_params。

福利管理看板、商超预算工具与 SNAP 发放研究栈订阅这份账本——剩余 SNAP 对下次入账、跨州锁卡状态、续期信件。openData Studio 把它变成可调用的开放数据。

应用钱包锁卡开关：全卡冻结、拦截跨州、拦截线上或拦截高风险交易（SNAP 或夏季 EBT），再把 card_props_to_update.status 合并到本地卡片。

同步资格门户个案信息

把本州福利个案拉进个案信息页：case_number、通知列表（id、title、date、download_request_params）以及回指 EBT 卡的 account_uid。MFA 与密码过期以 track Error reason 返回。

按邮编解析 SNAP 州
GET /v1/regions/lookup opendata
把美国邮编解析成 SNAP 经办州，以便关联 EBT 流程在首次余额同步前选对州门户（加州 CalFresh、纽约 OTDA 等）。
认证方式： GPS 关闭时引导流程使用的未鉴权邮编查询；配套的反向查询调用需要 Bearer，返回 zipcode 与 city。

SNAP 发放与支出对账
福利管理或预算机器人在每次同步后拉取 snap_cents、cash_cents 与 predicted_deposits.amount_cents，再把 portal_retailer / amount_cents 与商超小票对齐，让个案员看到剩余 SNAP 与下次发放日。
EBT 盗刷与跨州锁卡自动化
风控台盯交易哈希上的 is_suspicious / suspicious_reasons，再提交 lock_type=out_of_state 或 high_risk_transactions 且 lock_status=true，无需等州热线即可拦住跨州与线上盗刷。
续期通知收件箱
个案管理集成同步资格门户，按 case_number / id_hash / title / date 列出通知并下载 content PDF，让家庭在已持卡的同一钱包里收到 CalFresh 续期信件。
商超返现账本
奖励合作方读取返现余额（分）并以 amount 加 brand_code 发起兑换，把 SNAP 关联的商超积分变成沃尔玛等礼品卡，并保存 cashout id。

常见问题

Propel EBT API 返回哪些余额？

一次成功的福利同步在 cards[].amount（最近同步资源上为 snap_cents）返回 SNAP，在 cards[].cash / cash_cents 返回现金补助，可选 farmers_market 分、pending_deposits 以及 benefit_type 为 SNAP 的 predicted_deposits。最近同步路径上的金额是整数分。

锁卡怎么工作？

锁卡调用接受 lock_type（out_of_state、online、all、high_risk_transactions）、布尔 lock_status，以及 benefit_type SNAP 或 SEBT。成功载荷把 card_props_to_update.status（ACTIVE、LOCKED EVERYWHERE、LOCKED OUTSIDE OF STATE、LOCKED FOR HIGHRISKTRANSACTION）合并到本地卡。

应用如何鉴权？

身份由独立的登录服务负责：魔法链接 / Google / Apple 登录签发 access_token 与 refresh_token JWT。后续福利与奖励调用携带 Authorization: Bearer；爬州门户时 JSON 体里还带 EBT 登录名与 PIN。

这是公开的 SNAP 开发者 API 吗？

不是。这些是 Propel 安卓客户端登录后访问其身份服务与福利后端的第一方调用，此处以示意性的纯路径接口面呈现，并非 USDA 或各州开放数据源。
